[FLEX-15265] The Window scrollbar becomes sticky when you mouse out outside of the Window

Description

Steps to reproduce:
1. Load the AIR application AIRBugs-app.xml
2. In the WindowedApplication, click the button to open a Window.
3. In the Window, mousedown on the Scroll thumb and them mouse down outside on some other application that you have running.
4. Go back to the Window and move around your mouse.

Actual Results: The Scroll thumb thinks that you are still mousing down on it, so, it gets sticky.

Expected Results: The scroll thumb shouldn't get sticky.
