Description

Steps to reproduce:
1. Create Module which uses RSL (which has incorrect URL address, was deleted, or incorrect)
2. Trying to load Module from main Application using ModuleManager (ModuleLoader has the same result)
3. Loading module never completes (successed or failed)

Actual Results:
Loading comes throw the next steps:
1. PROGRESS
2. SETUP
then frezze

Expected Results:
Loading comes throw the next steps:
1. PROGRESS
2. SETUP
3. READY or ERROR

Workaround (if any):
Trying to load module which uses RSL on '/context/RSL_library.swf' (RSL_library.swf was deleted or renamed).
Logs shows next:

[SWF] /context/Module_test.swf - 31 425 bytes after decompression
Error #2036: Load Never Completed. URL: http://localhost:8080/context/RSL_library.swf

Loading comes throw all steps and frezzes on SETUP. We expect to handle some ERROR status, but it never changes.
All Modules, RSL and main Application are running under the same context.
