[FLEX-14933] navigateToURL does not work in FireFox when I give the Target as "_blank"

Description

Steps to reproduce:
1. when useing external link and given the Target as "_blank" not working in FireFox but works in IE, this is the code I used

2. Works fine when I Target is not mentioned

Actual Results:
Does not open a window or the Tab in Firefox

Expected Results:
Should open the External Link in the FireFox, either as a New Tab or a Window

Workaround (if any):
