[FLEX-14573] hideEffect and showEffect causes button to remain invisible

Description

Steps to reproduce:
1. Add a button with showEffect set to Fade and hideEffect set to fade.
2.Set up some data binding to cause that button to be hidden then shown again before the hideEffect completes.
3. Notice you cant see your button when you should be able to.

Actual Results:
Show effect never played. so the button could not be seen.

Expected Results:
Both effects to complete

Workaround (if any):
Take off the hideEffect.
