[FLEX-13833] Preloader does not appear in IE when IE is loading from HTTP cache. Clearing IE file cache restores it.

Description

Steps to reproduce:
1. View a Flex app with the default preloader
2. See the preloader
3. Refresh the web page by clicking the refresh icon
4. Dont see the preloader
5. Clear IE cache
6. Refresh the web page by clicking the refresh icon
7. See the preloader

Actual Results:
No preloader with cached content

Expected Results:
Preloader should appear

Workaround (if any):
Custom preloaders see stage width and height to be 0 when this occurs, so can decide not to show themselves, or they end up 'centering' to the top left corner i.e. half off screen.
