Description

Steps to reproduce:
1. We would like our end users to be able to use the copylocale script with our resource bundle SWCs that we ship with our product. This basically means being able to specify the full path to the resource files as well as the full path to the output SWC.

Actual Results:
The current copylocale only accepts: <input_locale> <output_locale>
