[FLEX-11805] Contextmenu and Custom Cursor Offset

Description

1. Setup a custom cursor (gif) , with an offset to the centre of the image.

2. Setup a custom context menu.

3. Set a the canvas control context menu to the custom menu.

4. Set the mouse cursor to change on mouse over of the canvas.

5. right click the canvas.

The problem is when the cursor is set to an offset the context menu gets
replaced with a default menu, instead of the custom menu, it works when
the offset on the cursor is removed.

This problem only started after version 2.0.1 of flex and not in version
2
