Steps to reproduce:
1. mxmlc -include-libraries=<sdk>/frameworks/locale/

{locale}

/framework_rb.swc Bug.mxml
2. Run Bug.swf and look at the trace output.

Actual Results:
core true
logging false

Expected Results:
core true
logging true
