Description

Based on the plan for how we will support languages other than English we need to break our framework resource bundles into two kinds, ones that an end-user of an application will see and ones that only a developer should see. We can still keep bundles by package, but there should be two "modes." This will allow us to support applications in more languages more easily as it is most important for validators and formatters to be updated before things like collection error messages that only developers should see.
