[FINERACT-906] Fineract "Docker" Container on Google Cloud Registry

Description

I propose that we publish the latest Fineract "Docker" Container not only on Docker Hub, but also on Google Cloud Registry, because that makes directly consuming it in certain Google Cloud Products which can only pull from Google Cloud Registry but not Docker Hub much easier.

It can also be used by https://www.fineract.dev, but it's not limited to that; anyone could use it.

INFRA-20143 is one way to do that.
