[FINERACT-2015] On Saving Accounts Withdraw Fee on Transfer throws a null pointer exception on the payment detail object

Description

A savings account can not transfer to another savings account when withdrawal fee is applied. When the `is_witdrawal_fee_on_transfer` is set to true, a null pointer exception occurs causing te transaction to fail.

 

The payment detail object was initialized to null.
