Translate Flyway migrations to Liquibase for version 1.4 to 1.6

    Description

      With this we would get rid of required migrations to version 1.6 for versions older than 1.6. In other words someone running version 1.4 could immediately upgrade to version 1.8.3 (latest as of this writing).
