Fix time dependent tests

    Description

      Depending on the real world day some tests are constantly failing. Identify these tests and make them independent of the current date of the machine they are running on. Also make sure they are independent of the machine's timezone.

      One example of such a test:

      org.apache.fineract.integrationtests.ClientLoanIntegrationTest.testLoanRefundByCashCashBasedAccounting(ClientLoanIntegrationTest.java:4888)
