[FINERACT-1631] Illegal value for dayofmonth issue Fineract 1.7

Description

 

After one month of Fineract 1.7.0 deployment with Mifos community app for front-end, everything was working well.

At June 1 2022, I raise this exception,  "illegal value for dayofmonth field, value 31 is not valid for month June" when I try to create saving account or saving product.  But for other product or account type everything worked well.

When I try manually to change the server date to move on month ended with 30 days the saving account worked correctly.
