Research upgrading to Java 11

    Description

      Fineract-CN works on Java 8 and eventually the support will be discontinued.

      Next Long Term Support (LTS) version is Java 11.

      Also we could benefit from the module system introduced by Java 9 - running apps on module system would require less memory (since we don't need all the modules of Java).
