[FINCN-104] Creating a gitbox repository for Fineract is failing.

Description

Steps to reproduce: 
1.) Pick Fineract as PMC 
2.) Enter cn-postgresql as repository name. 
3.) check that fineract-cn-postgresql is generated under "generated name" 
4.) enter "Apache Fineract CN library for using PostgreSQL in a multi-tenanted manner." as description 
5.) make sure commits@... and dev@... are in the respective list notifications. 
6.) hit "submit request" 

Result: An error message is displayed containing the text: "Could not create repository - it may already exist. Consult the repo list or Infra for further assistance." 

A quick search under "https://github.com/apache?utf8=%E2%9C%93&q=cn-postgresql&type=&language=" reveals no repo of that name.
