Description
If the Content-disposition is missing entirely, then part is generated for the upload. For some web standards, that is undesirable as the content disposition isn't mandatory for those file uploads (particularly in this case the IHE Dicom Web STOW-RS standard), and that prevents parsing such uploads with this library.
The patch attached does not affect the other unit tests and should not interact with more standards compatible file uploads.
