[FELIX-6188] Bundle Plugin is now much slower

Description

Hello, we've noticed that the latest versions of the Maven Bundle Plugin is taking ~10x more time to finish in our projects.

Projects that using 3.5.0 and 4.1.0 take ~2s to be completely installed now take ~20s when using 4.2.0 and ~8s when using 4.2.1.

So there's been some improvement in 4.2.1 but it's still much slower than before.

 

Sadly I can't share any code but hope that that info is enough to narrow down the problem.
