Windows Server 2016.
Description
This behavior was first mentioned in the FELIX-5986 and may be related but may not be so this probably deserves its own issue.
When starting up using a hot deploy directory hierarchy, bundles get created from a recursive directory scan that begin with the C__ prefix. These seem as though they may be temporaries that don't get deleted.
They don't appear to have any purpose as uninstalling them has no noticeable effect.
Per a note added to FELIX-5986, I believe this issue occurs only on the initial scan of the directory hierarchy as the bundles don't reappear after being uninstalled.
