Description

The web console doesn't pick up BrandingPlugin services unless they are registered after the console bundle has already activated. This means restarts of the webconsole bundle must be followed by restarts of any bundle which provides such a service.

Not a huge deal, but certainly unnecessary and fixable. Superficial scan of the OsgiManager class shows probable cause of service tracker being used with no check for existing services.
