Description

When trying to uninstall a DP that causes a failure (and thus a rollback), the DP itself is still marked as "stale" causing it to remain present in the DA and no way to force its uninstallation. This is not correct according to the spec, see Compendium 4.2, 114.9, last three paragraphs.
