[Core R5] Support for valueOf when evaluating a Filter

    Description

      For Core R5 the Filter support needs to be enhanced to support the following conversion:
      A public static method on the required type called valueOf that returns an instance of the given type and takes a single String argument.

      See the Core R5 spec section 3.2.7
