Description

The EventAdmin 1.3 (OSGi compendium 4.3) is now out and available in the Maven repository.
We could start implementing the new version:
Apart from the EventProperties class in the api, there is a new flag controlling ordering, see 113.4 and 113.7.3
This flag is optional
