Description

Although the import of the config admin packages is marked as optional, the event admin currentl requires them to start up:

java.lang.NoClassDefFoundError: org/osgi/service/cm/ManagedService
at java.lang.ClassLoader.defineClass1(Native Method)
at java.lang.ClassLoader.defineClass(ClassLoader.java:676)
