[FELIX-2194] The manifest and bundle goals seem to generate different manifest informations

The PackageVersionAnalyzer adds some default version information to the headers, which is a different behavior from the bundle plugin. It also seems to do some things on META-INF packages.

Unless there is a real need for different behaviors, we should find a way to remove those differences.
