[FELIX-1799] Hot-deployment does not work on admin:create'd instances

Description

When using admin:create to create a new container instance, bundles copied to the hot-deployment folder for that instance are being deployed.
The reason is that the etc/org.apache.felix.fileinstall-deploy.cfg file is missing from the instance which is required to configure Felix FileInstall
