Description

the config.properties that ships with the 1.8.0 distro still refers to the old startlevel property:

1. Sets the initial start level of the framework upon startup.
   #org.osgi.framework.startlevel=1

this should really say

1. Sets the initial start level of the framework upon startup.
   #org.osgi.framework.startlevel.beginning=1
