Description

• sourceCluster and startTime can be null for an instance. If a user wants to filter instances by these fields, Falcon should check for null before comparing these fields with filterBy param value.
• The filterBy param value for startTime filter can be unparseable date. Handle this error with more helpful error message.
• FalconWebException thrown should have more helpful error message.
