[FALCON-1311] Instance dependency API produces inconsistent results in some scenarios

Description

When feed has a higher frequency than the producer process, some feed instances are valid instance times but won't be produced. For these cases API was returning incorrect producer process instance time. This fix adds extra check to validate such scenarios.
