Description

GitHub Actions became stable, so we should examine using it for Drill.
It provides more capabilities than Travis (see https://help.github.com/en/actions/automating-your-workflow-with-github-actions/about-github-actions#usage-limits) so it may be used as a single CI and replace both Travis and Circle.
