[DRILL-4994] Prepared statement stopped working between 1.8.0 client and < 1.8.0 server

Description

Older servers (pre-1.8.0) don't support the prepared statement rpc method, but the JDBC client doesn't check if it is available or not. The end result is that the statement is stuck as the server is not responding back.
