Description

When building from master, build fails in component drill-fmpp-maven-plugin, with the following error message:

[ERROR] Failed to execute goal on project drill-fmpp-maven-plugin: Could not resolve dependencies for project org.apache.drill.tools:drill-fmpp-maven-plugin:maven-plugin:1.5.0-SNAPSHOT: Could not find artifact org.freemarker:freemarker:jar:2.3.24-SNAPSHOT in apache.snapshots (http://repository.apache.org/snapshots) -> [Help 1]

The project itself doesn't depend directly on the SNAPSHOT version, but FMPP dependency specifies a version range for FreeMarker.
