Removal of 0-byte site descriptors from the local repo does not put remote repos into consideration

    Description

      The removal the 0-byte site descriptors from the local repo in DOXIASITETOOLS-301 is incomplete as the local artifact request does not put the remote repository ids in consideration. That means that the file isn't marked as available although it is physically there.
