[DOXIASITETOOLS-291] Add timezone field to site descriptor PublishDate object and pass onto Velocity tools context

Description

To better support MSITE-921 + MSHARED-1181 and reproducible builds, we should not depend on timezones, but have a reasonable default timezone which can be changed, of course. This needs to be passed to the Velocity tools context for the date objects. The publishDate property will then be subject to the same timezone. The system default timezone is still accessible with the system keyword.
