Xdoc DTD does not allow the <macro> directive

    Description

      The somewhat semi-official DTD for parsing XDOC files, available at

      <!DOCTYPE document PUBLIC "-//Apache Software Foundation//DTD XDOC 1.0//EN" "http://maven.apache.org/dtd/xdoc_1_0.dtd">

      as shown here

      http://maven.apache.org/maven-1.x/plugins/xdoc/reference/xdocs.html (yes, I notice that this is maven-1 but maven-2 has no reference to a DTD at all... )

      does not allow the <macro> tag to render doxia macros. It seems that an update (to xdoc_1_1) is necessary.
