[DISPATCH-335] link routes aren't balanced over remote routers

Description

Setup has three routers A, B and C with B and C both connected to A. I have a linkRoute with the same prefix and dir on each of these. On B and C that linkRoute has a connection referencing a connector to a broker (different broker in each case).

When I establish a link to A, it is always routed to the same broker. Only if I kill that broker, will links be routed to the other broker.
