[DIRSERVER-795] Need to implement ruleIdMatch matching rule which is in apachemeta.schema

Description

The following class needs to have this RuleIdMatch class carefully checked. Emmanuel I did not know what this was so for now I stubbed it out. If you can take a look and define the proper syntax for this that would be great thanks.

This is just a reminder so I don't forget to tell you.
