[DIRSERVER-1591] Two attribute types defined with the same 'ads-passwordPolicy' name in the 'adsconfig' schema

Description

When launching the current trunk, I noticed a warning notification:
[12:45:01] WARN [org.apache.directory.shared.ldap.schema.registries.DefaultSchemaObjectRegistry] - ERR_04271 ATTRIBUTE_TYPE with name ads-passwordPolicy already registered!

I looked for the 'ads-passwordPolicy' string in my workspace and found that it is used as name by two ATs in the 'adsconfig' schema:

• [checkout root]/shared/ldap-schema/src/main/resources/schema/ou=schema/cn=adsconfig/ou=attributetypes/m-oid=1.3.6.1.4.1.18060.0.4.1.2.118.ldif
• [checkout root]/shared/ldap-schema/src/main/resources/schema/ou=schema/cn=adsconfig/ou=attributetypes/m-oid=1.3.6.1.4.1.18060.0.4.1.2.313.ldif

I believe one of them could be removed
