Native user authentication: syscs_util.syscs_create_user allows too long user names

    Description

      Derby has a limit on the length of the user ids of 30, cf Limits.java: DB2_MAX_USERID_LENGTH.
      However, the new SYSCS_UTIL.SYSCS_CREATE_USER accepts user ids that are longer. Unfortunately, they cannot be used for authentication.
