Remove unused parameter in splitmessages

      Description

      splitmessages requires three parameters, but it only uses two of them. A comment in the class describing the parameters, only describe the first two of them:

      /**
      arg[0] is the destination directory
      arg[1] is the source file.
      */

      The third, unused parameter should be removed.

        The attached patch removes the unused parameter, and also an outdated comment about a problem with JDK 1.3 (which is no longer supported).
