          Here's a first stab at a manual page for TRUNCATE TABLE.

          i'm currently having some build problems with my docs build.
          When I get those resolved, I'll attach the HTML-formatted page.

          Adding ANT_OPTS=-x512m to my docs build seems to work
          around the out-of-memory problem I was experiencing.

          Attached is an initial version of a TRUNCATE TABLE reference page,
          formatted as HTML.

          Are there specific details about TRUNCATE TABLE that we
          want to make sure that we mention on the docs page?

          Thanks for the patch, Bryan. Your new ref guide entry points out that TRUNCATE TABLE operates quickly and can only be issued by the owner or the dbo. I can't think of other behaviors which we would want to call out here. +1.
