BootLockTest.testBootLock() sometimes fails with connection refused.

    Description

      It may just be related to firewall interference, but sometimes testBootLock fails with:

      1) testBootLock(org.apache.derbyTesting.functionTests.tests.store.BootLockTest)j

      It used to pass on my machine, but I got this today and I think the IBM nightly runs have been hitting the problem.
