[DERBY-4216] Discrepancies in SYSSTATEMENTS when you hard-upgrade from 10.0 to 10.1

Description

2 problems seen when hard-upgrading from 10.0 to 10.1:

1) SYSTATEMENTS does not contain the odbc* statements. These statements are present in freshly created 10.1 databases.

2) The text for the get* statements in SYSSTATEMENTS differs between the hard-upgraded and freshly created databases.

These discrepancies disappear when you hard-upgrade to a later release. For that reason, I am marking this bug as minor priority and low urgency. I don't expect that anyone will fix this in the 10.1 branch.
