    Description

      The wiki page for collation feature is at http://wiki.apache.org/db-derby/BuiltInLanguageBasedOrderingDERBY-1478 and in the Collation Determination section, Rule 12 talks about collation determination logic using the SQL spec Section 9.13 We should make sure that the implementation of that logic is in one central place rather than multiple classes in the compile package.
