Major Description
Emptying the statement cache is a potentially useful diagnostic capabaility and is tested by StatementPlanCacheTest.
However the current functionality is only useable by creating a user procedure that maps directly into Derby's code which will be disabled by DERBY-2330.
In addition such functionality should be under the control of the database owner which will become automatic (in SQL Authorization mode) once it is a system procedure.
