Description

This proposal summarizes an off-list conversation among Myrna van Lunteren, Bernt Johnsen, Andrew McIntyre, and myself.

This is a master JIRA tracking 3 separate efforts:

1) Creating a master script which branches the code and docs for a release. This script would be run once per release.

2) Creating a master ant target for building and signing all release artifacts, including code and doc artifacts. This script would be run multiple times per release, once for each release candidate.

3) Creating a master script or ant target which publishes the release artifacts. This script would be run once per release, at the very end after the community has vetted the release.
