Description

Add additional info about how to connect to cluster for RStudio notebook

It will be available only for clusters with status "Active".

It contains (Wireframe 1):

1. Hyperlink with question mark icon and question: "How to connect to cluster"  - is a hyperlink to the instructions -will be provided later

2. Connect command:

3. Actual command which is a long custom command, so the User should be able 

1. to copy it
2. to see a hinting message with a full name - As a reference you may see how it works for the bucket browser details in the notebook pop-up
