Preconditions:
1. "Manage roles" popup is open

Steps to reproduce:
1. click "Add group" button
2. click iscon "3 users"

Actual result:
Distances between buttons Create/Cancel/Back are different 

Expected result:
Distances between buttons Create/Cancel/Back are equal
