Description

The bug was found on Zeppelin, perhaps it's related to all notebooks

Preconditions:

1. Zeppelin is in running status

Steps to reproduce:

1. Create Data Engine Service (EMR) on Zeppelin 

Actual result:

1. Data Engine Service creation fails

Expected result:

1. Data Engine Service creation is successful
