Description

Preconditions:
1. EMR is created on RStudio

Steps to reproduce:
1. stop Rstudio

Actual result:
1. EMR is terminated
2. RStudio is failed on DLab UI but from AWS console is running

Expected result:
1. EMR is terminated
2. RStudio is stopped

The same situation is on GCP if Dataproc is created on RStudio
